The Chester County Bar Association provides many public services to the citizens of Chester County, Pennsylvania. We publish the Chester County Law Reporter which is the official legal journal of Chester County. Access to Justice is our award winning program which provides legal help at low or no-cost to those who are not eligible for a pro-bono program but still can not afford an attorney at full cost.

The foundation for the privilege exists in every representation of a client, and sometimes when there is no representation.
The faculty panel will discuss the historical antecedents of the privilege, its present scope under Pennsylvania and other law, and examine recent attacks on the privilege and corresponding efforts by the bench and bar to forestall these threats.
This program will address the practical steps a lawyer can take not only to create a valid and sustainable privilege, but also those measures that will help to maintain the privilege in the face of competing client and third-party demands. |

| Friday, March 12th | PBI: Renewable Energy and Energy Efficiency: Key Financial Incentives for Businesses 8:30 PM - 1:00 PM Pennsylvania’s Alternative Energy Investment Act of 2008 infused into the state $650 million for projects designed to ultimately cut energy costs, achieve energy independence and stimulate the economy. The Federal Stimulus Act of 2009 modified several key federal incentives and provided an additional $99 million to Pennsylvania’s State Energy program. Where is all of this money today, what financial incentives are offered for renewable energy and energy efficiency projects, and what does a business have to do to take advantage of the opportunities?
Dollars are available in the form of tax incentives, loans, rebates, and grants. In these difficult economic times, exploring greener energy options may give a business the competitive advantage. But timing is everything: many of the incentive programs open and close regularly. Finding an applicable program is half the challenge; understanding the requirements and deadlines is the other half.
This seminar is your key to identifying and understanding the available programs designed to help businesses use clean, green and renewable energy for a stronger, more environmentally friendly economy. | Tuesday, March 16th | PBI: Primer on the Fair Debt Collection Practices Act 8:30 AM - 12:45 PM Are you or your client’s collection practices subjecting you or your client to liability under the Act?
Do you have a client who believes he or she has been subject to unfair collection practices?
Complying with the Act is not as easy as it might seem. Courts have interpreted the Act and added concepts not contained within the black letter of the law, making it difficult to be sure that one is performing within the legal requirements the courts have imposed. Experienced debt collectors get it wrong all the time. Less experienced debt collectors, some who don’t even know they are considered debt collectors, get it wrong more often.
Since most lawyers and law firms do some debt collection work, no lawyer should be uniformed about this federal law and how it applies. The consequences can be substantial. Attorneys, or anyone, who collect debts are also responsible for complying with related state laws such as the Fair Credit Extension and Uniformity Act. |
